"Later this year, the company plans on opening a store in the former Sears building at Arrowhead Towne Center in Glendale." That was ABC15, republishing a Phoenix Business Journal report on March 24, 2026, about 99 Ranch Market. It's now October 10. That leaves less than three months of "this year," and nobody has published an opening date yet.
The open date is the least interesting thing about the project, though. When you set the leasing plan next to the news coverage, the old Sears looks like a grocery store with dumplings, pho, and books upstairs. The dessert and sushi counters that make it sound like a food-hall destination are still marked "proposed." For anyone who lives near the mall, that changes what the building will be on the day it opens.
A Separate Shopping Center Attached to the Mall
The project is called The Mosaic. The Arizona Republic reported on March 2, 2026 that construction had started on what it called the northwest Valley's first major Asian shopping center.
The mall doesn't own it. Houston-based NewQuest Properties bought the empty Sears building in 2023 for nearly $8.9 million, according to Maricopa County records cited in the ABC15 report. Macerich still runs Arrowhead Towne Center itself. NewQuest lists The Mosaic at 7780 W. Arrowhead Towne Center and describes it as a project adjoining the mall.
NewQuest has done this in the Valley before. It brought 99 Ranch to Chandler in 2021, and the same report says Asian retail and restaurants are one of its main initiatives around the country. The project covers both the former Sears and the former Sears Auto Center. NewQuest's site plan splits it into a stand-alone building and a two-level building attached to the mall, with a mall entrance on the upper level.
What the Site Plan Names Without a "Proposed" Tag
NewQuest's leasing sheet for The Mosaic carries a revision code of "SP.22 | 02.26 | 09.25." The plan lists each space with a business name and square footage, and some names have the word "proposed" in front of them. The tenants listed without that tag are below.
Ground level, attached building
- 99 Ranch Market, 40,214 square feet
- TESO Life, 13,424 square feet
Upper level, attached building
- Kinokuniya Books, 8,681 square feet
- Bafang Dumplings, 4,833 square feet
- Pho 602, 2,149 square feet
- The Alley, 1,396 square feet
- T-Swirl, 937 square feet
This list lines up with the news coverage. The Republic named 99 Ranch, a Taiwanese dumpling restaurant, and a Vietnamese cafe as the announced uses, and Bafang Dumplings and Pho 602 are the two upstairs restaurants that fit that description. What Now Phoenix reported Bafang's 4,833-square-foot space in October 2025, though it said then that no opening date had been announced.
The two ground-floor anchors add up to 53,638 square feet. The five upper-level names above come to 17,996. Most of this building's floor space goes to groceries, household goods, and books.
The Proposed Half Is the Dessert Counter
These are the spaces the same plan marks "proposed":
- Chun Shui Tang, 5,206 square feet
- A sushi concept, 3,542 square feet
- SomiSomi, 2,153 square feet
- Tokyo Shokudo, 1,500 square feet
- Lady M, 1,495 square feet
- UG Tea, 1,200 square feet, in the stand-alone building
- Fat Milk, 923 square feet
- Royce Chocolate, 686 square feet
Leave out UG Tea, which sits in the other building, and the proposed upper-level spaces total 15,505 square feet. 99 Ranch by itself is more than two and a half times that. If every proposed name signs, the upper level ends up with a near-even split between restaurants that appear committed and dessert, tea, and sushi spots that are still in talks.
Lady M shows how early some of these names are. What Now Phoenix wrote in September 2025 that the pastry boutique was proposed for a 1,495-square-foot second-floor space, with no opening date. A year later, the leasing plan still calls it proposed. A proposed tenant on a leasing sheet is a deal in progress. It may never become a storefront.
The plan also still shows open space. The stand-alone building has two available units of 5,938 and 3,516 square feet, and the upper level has a 2,172-square-foot space. NewQuest's property page, updated July 15, 2026, still advertised available spaces from 2,172 to 5,938 square feet. Some of the site plan's walkway labels hint at the mood the developer wants, including "Sake to Me St.," "Miso Hungry Rd.," and "Wok This Way."
The Mall Is Already Reorganizing Around It
Arrowhead Towne Center isn't waiting for The Mosaic to open before it changes. The Daily Independent's spring report, "Glendale mall rolls with the changes," described a center more than 30 years old that had been adding jewelry and lifestyle brands, updating restaurants near the entrance and in the food court, moving longtime stores into bigger spaces, and bringing in stores with "a decided Asian flavor." The paper called it "a gradual evolution of a mall in response to customer demand."
The clearest sign is where American Eagle is going. The same report said the store would reopen in a larger lower-level space next to the Mosaic construction "later this summer." We haven't seen a later report confirming the move is finished. A national apparel brand choosing a bigger space next to an Asian grocery anchor tells you which end of the mall people expect to get busier.
The food court has been changing too. Popeyes Louisiana Kitchen opened there in May; a Daily Independent photo shows staff working a busy lunch on May 19, one day after it opened. Sizzle Korean Barbecue is already open inside the mall, and the Glendale Star covered its arrival. In September, PHOENIX magazine's monthly roundup reported that Pickleman's Gourmet Café had closed its only Arizona location, at the mall, after less than a year.
Across the street in Peoria, the same roundup listed Wagyu Master Shabu as a new Japanese pop-up at 16049 N. Arrowhead Fountains Center Dr. It serves unlimited A5 wagyu shabu and all-you-can-eat handrolls, and it's scheduled to stay open through May 2027. If you want sushi and Japanese food near the mall this fall, it's already open, while the sushi space inside The Mosaic is still only proposed.
Where Things Stand on October 10, 2026
- Construction: Underway since at least early March 2026, per the Arizona Republic.
- Stated timing: "Later this year," from the March 24 ABC15 and Phoenix Business Journal report. That is the most recent public timing statement we could verify.
- Developer's page: As of July 15, 2026, NewQuest still listed open spaces and gave no opening season or date.
- The grocer's own news page: 99 Ranch's posts run through April 22, 2026, and none of them gives a Glendale date.
- Tenants: The plan numbers 18 business areas. Seven carry a business name without a "proposed" tag, eight are proposed, and three are still listed as available.
So the building is likely to open in stages, not with every space ready at once. Large grocery anchors and small dessert counters sign leases and finish their build-outs on different schedules, and The Mosaic's plan shows both groups still at different stages. When 99 Ranch opens its doors, its 40,214 square feet will be most of what's running in the building.
When the doors do open, it's worth checking which upstairs counters have actually signed and where American Eagle ended up.
Changes like this one are a big part of what living near Arrowhead Towne Center feels like from week to week, and they're the kind of local detail Monica keeps up with for her clients.
